PROFESSIONAL PROFILE

Mr. Rana has 21 years experience in groundwater contamination investigations and groundwater supply development. Mr. Rana is a co-owner of Uhl, Baron, Rana & Associates, Inc. (UBR), where he has managed numerous groundwater projects in the northeastern United States and oversees. These projects included groundwater contamination investigations at a State Superfund site, providing technical expertise for evaluating soil and groundwater contamination from underground storage tanks, evaluating groundwater quality conditions for a major interstate natural gas utility and conducting hydrogeologic investigations/characterization for New Jersey groundwater allocation permits.

Mr. Rana has sited, designed, installed and developed large capacity supply wells for several municipal well fields; developed supply wells for golf course irrigation purposes and has evaluated aquifer pumping test data in various hydrogeologic terrain. Mr. Rana's overseas experience includes groundwater exploration and development work in Lesotho, Botswana, Ethiopia, Cameroon, Sri Lanka and the Philippines. Mr. Rana managed field operations for a major groundwater exploration and resource assessment project of two-year duration in Botswana for the town of Maun located on the fringe of the Okavango Delta. Mr. Rana was a Principal Hydrogeologist and Chief of Party for a six village water supply exploration and development project for the Ministry of urban Development and Water Supply in Hambantota District, Sri Lanka. The program identified potable groundwater supplies within a 30 square kilometer project area for supply to 14,000 people (4,500 households). Mr. Rana mentors a student chapter of Engineers Without Borders for development of village-scale groundwater supplies in Cameroon.

Prior to joining UBR, Mr. Rana was a project manager and hydrogeologist with Geraghty & Miller responsible for technical and managerial phases of project work. Mr. Rana was also a hydrogeologist with Monenco, Ltd., where he was involved in the assessment of groundwater contamination problems in northern Ontario, Canada. He was also employed as a hydrogeologist with MDK Consultants in Oklahoma where he was involved in a hydrogeologic site characterization study at a controlled industrial waste disposal facility in western Oklahoma.

Prior to his consulting work, Mr. Rana was a teaching assistant at Oklahoma State University for both graduate and undergraduate geology and geochemistry courses and seminars. Mr. Rana spent 4 years on active duty with the United States Marine Corp (USMC), Fleet Marine Force (FMF) from 1976 to 1980.

REPRESENTATIVE PROJECTS

Municipal Utility and Industrial Water Supply

Washington Township Municipal Utilities Authority, NJ: Analyzed aquifer testing data and prepared the required technical reports and documentation in support of a major modification to the MUA’s existing NJDEP water allocation permit.

Washington Township Municipal Utilities Authority, NJ: Lineament analysis, and correlation of lineament analysis results with existing surface geophysical results from a Very Low Frequency (VLF) survey and published geologic structure for developing additional groundwater resources within a crystalline bedrock terrain.

Cliffside Park Community Water System, NJ: Evaluated existing well information, and coordinated the utilization of a vertical electrical sounding (VES) survey to identify a target fractured aquifer zone. Evaluated data and designed a replacement well for the community to optimize yield.

Montclair Township, NJ: Conducted a Hydrogeologic characterization of a prolific bedrock aquifer system for a New Jersey Water Allocation Permit Application. Aquifer characterization activities included installation of groundwater observation wells, conductance of a 72-hour aquifer pumping test, data collection, analysis, interpretation and preparation a hydrogeologic assessment report as per the requirements of the NJDEP Geological Survey.

Town of Boonton, NJ: Designed and supervised the installation of replacement production wells for the Town’s well field. During the work an additional 10 to 15 feet of prolific aquifer material was discovered resulting in the highest yielding wells in the well field.

Morris County Municipal Utility Authority, NJ: Managed and supervised the drilling and installation of a design borehole for a replacement well within glacial outwash aquifer material in the Alamatong Wellfield, Morris Township, New Jersey.

Morris County Municipal Utility Authority, NJ: Alamatong Wellfield, Morris Township, New Jersey. Managed and supervised re-development activities and assessed production well construction problems for a prolific karst bedrock aquifer production well. Designed a replacement well and prepared the necessary technical documentation for regulatory submittal and contractor bidding.

Morris County Municipal Utility Authority, NJ: Conducted a feasibility assessment for developing an abandoned iron mine to be used as a storage reservoir for providing storage of water for seasonal peak usage. Assessment activities included regulatory agency interface, evaluation of historical mine data and information; field testing including hydraulic evaluation of river bank aquifer materials via the installation of river-bank test wells, groundwater and surface water interaction, planning, and strategic siting of bedrock coring and drilling locations to target various mine levels. Conducted long-term pumping tests of the mine to assess and evaluate mine storage, country-rock influence (flux), and mine and source water hydrochemistry. Prepared technical report sections.

Montville Township Municipal Utility Authority, NJ: Conducted geoelectric soundings to define the extent of a buried valley aquifer and to determine an optimal location for a one million gallon per day production well. Supervised test well installation and testing.

Montville Township Water and Sewer Department, NJ: Designed, installed and managed a groundwater monitoring program for the township’s sole-source aquifer.

USA Detergents North Brunswick, NJ: Conducted a photo lineament analysis to optimally locate a production well for a New Jersey manufacturing facility. Coordinated test drilling and pumping tests.

Hoechst Celanese Corporation, NJ: Conducted a hydrogeologic characterization of the bedrock aquifer that led to Hoechst Celanese securing a New Jersey groundwater allocation permit for process and power plant needs. The program involved the installation of a deep observation well, the performance and analysis of a 72-hour controlled aquifer pumping test and the preparation of a technical report in support of the allocation request.

St. Andrew's Golf Course, Westchester County, NY: Conducted well efficiency tests on the golf course irrigation well, selected and installed the pumping system to supplement the golf course irrigation.

City of East Orange, NJ: Assisted in the implementation of an extensive water supply wellfield redevelopment program. Coordinated well redevelopment activities and executed pumping tests. Coordinated test well installation and testing program for two replacement wells.

City of East Orange, NJ: Designed and supervised the siting, and installation of a test production well in the City’s Dickenson wellfield. Conducted a hydrogeologic characterization of the glacial outwash aquifer for a New Jersey water allocation permit modification.

International Projects

Maun Groundwater Exploration, Botswana, Southern Africa: Principal Hydrogeologist in a major groundwater exploration program. The program included the development of a hydrogeologic conceptual model through existing data analysis, field reconnaissance and mapping, and surface geophysics for the purpose of selecting areas for exploration drilling. During the course of the project, over 50 exploration and test production boreholes were drilled and tested. The project successfully identified groundwater resources to supply the town of Maun’s water demand beyond the year 2012.

Artificial Recharge Experiment, Maun Botswana: Conducted artificial recharge pilot tests utilizing a spreading basin to assess the viability of artificially recharging water to a shallow unconfined aquifer system in the Shashe River Valley which has been essentially dewatered due to a decade of over pumping and no recharge. The experiment consisted of pre-pilot test analytical modeling to develop basin size construction parameters, monitoring network design and recharge water input flow rates. This was followed by the construction of a 20 x 20 meter recharge pond, installation of a 16 borehole-monitoring network, conductance of two recharge experiments and numerical modeling. The outcome of the experiment demonstrated the feasibility of artificially recharging the shallow unconfined aquifer.

Roma Well Field, Lesotho, Southern Africa: Coordinated a program to assess wellfield and individual well yield declines for a major water-supply wellfield in Lesotho. The program involved running pumping tests on individual wells to determine well efficiencies, evaluating existing well construction and recommending alternative designs to increase well efficiencies, and assessing groundwater recharge in the study area.

Groundwater Exploration, Maseru, Lesotho, Southern Africa: Participated with a team of hydrogeologists and geophysicists in a geologic reconnaissance and mapping project to select sites favorable for drilling wells to supply the peri-urban areas of the capital city of Lesotho. The project elements included analysis and interpretation of aerial photographs, geologic mapping of Karoo sedimentary deposits and structure, identifying and mapping dolerite dike intrusions and evaluating the potential groundwater quality conditions within the study areas.

Village Water Supply, Mmaphashalala, Botswana, Southern Africa: Conducted aquifer pumping tests to assess aquifer coefficients and safe well yields for a village water supply program. Introduced and trained local hydrogeologists in the use of pressure transducers and data loggers for collecting and analyzing aquifer pumping test data.

Principal Hydrogeologist for a Provincial Government hydrogeologic assessment program, Sulu Province, Philippines. Hydrogeologic assessment and development feasibility study within Sulu Province, Philippines. Coordinated with local hydrogeologist for data collection activities, researched data through various government agencies. Prepared Hydrogeologic Assessment Report to the Sulu Provincial Government.

Project Hydrogeologist for a USTDA program, Cebu Province Philippines. Assessed water resource development potential in 140 Barangays within the province of Cebu. Program elements included, field reconnaissance and geologic mapping, water resource identification and quantification and water quality testing.

Principal Hydrogeologist for a Water Resource Assessment and Development Proposal, Oromia Region, Ethiopia. Developed and wrote project technical elements, coordinated with regional government geologists and hydrogeologists, conducted program planning and coordination for local and expatriate team members. Conducted project area reconnaissance.

Principal Hydrogeologist/Chief of Party for a Groundwater Supply Exploration and Development Program, Hambantota District, Sri Lanka. Assessed groundwater resource development feasibility for a six village pilot program. Exploration techniques used included fracture lineament analysis using satellite imagery and aerial photography, reconnaissance and mapping, vertical electric soundings, test well drilling, aquifer pumping tests and water quality analysis. The program successfully identified areas of potable groundwater for community supply and further identified areas dominated by brackish groundwater. The program provided a planning platform for future groundwater development within the project area.

University of Delaware’s Student Chapter of Engineers Without Borders (UD-EWB). Mentored university students on their initial assessment trip to the Village of Bakang located in the Western Province of Cameroon on proper groundwater exploration techniques, including satellite imagery interpretation, field mapping, lineament analysis, water source inventory and field water quality assessment. Also during this trip, the Project Team identified problems associated with the non-functioning village’s sole source hand-pump tube well, and facilitated its repair, providing some immediate potable water relief to the village community.

Groundwater Contamination/Remediation

AVX Corporation: Developed a groundwater investigation program to characterize a chlorinated solvent source area and plume. Planned and executed insitu dual-phase vacuum enhanced recovery pilot tests for remediation. Designed and installed a permanent dual-phase remediation system, which after the initial 6 months of operation removed and treated over 500 pounds of chlorinated solvent.

Superfund Site: Principal Investigator for a Remedial Investigation at a State Superfund site in Somers, New York. Coordinated a soil gas survey and conducted and supervised a test boring program to locate and delineate a solvent source area. Located and installed monitoring wells, conducted groundwater sampling and aquifer pumping tests to assess stratigraphy, groundwater flow conditions, aquifer properties and the impact to groundwater.

Aetna Insurance: Providing oversight and technical expertise for evaluating impact to soils and groundwater from underground storage tanks.

Chubb Group of Insurance Companies: Providing oversight and technical expertise for evaluating impact to soils and groundwater from underground and above ground hydrocarbon storage tanks.

Novak Landfill: Project Manager for a federal Superfund Remedial Investigation at a sanitary/industrial waste landfill in eastern Pennsylvania. Developed the sampling plans and investigative strategy, coordinated the drilling program, assessed groundwater flow patterns, and geologic structural control on groundwater flow and contaminant transport.

Gas Pipe Line Corporation, NJ: Project Manager for several site investigations to assess the impacts to subsurface soils and groundwater from petroleum distillates. The assessments also involved the remediation of soil and groundwater to acceptable levels with respect to total petroleum hydrocarbons and PCBs.

Gas Pipe Line Corporation, NJ: Project Manager for a program to evaluate the environmental impact and recommended closure strategy for a flare pit at a liquid natural gas (LNG) facility. Developed and directed the remediation activities.

Gas Pipe Line Corporation, NJ: Developed a groundwater remedial compliance program and a Remedial Action Workplan (RAW) submitted and accepted by the New Jersey Department of Environmental Protection.

Miscellaneous Clients: Managed, developed and directed monitoring programs to identify the extent of contamination to groundwater and soil from leaking underground storage tanks. Served as the principal author of contamination investigation reports submitted to clients and State regulatory agencies.

Miscellaneous Clients: Conducted hydrogeological investigations for industries to comply with New Jersey's Industrial Site Recovery Act (ISRA) formerly the Environmental Cleanup Responsibility Act (ECRA). Work tasks included monitoring well installation, sampling, and assessment of potential remedial activities. Authored reports submitted to the New Jersey Department of Environmental Protection.

Jersey Central Power & Light: Aquifer pumping test data reduction and assessment of groundwater capture zones for a groundwater recovery well system at a coal gasification plant in southeastern New Jersey.

Monenco Ltd.: Involved in the assessment and remediation of contaminated soil and groundwater from leaking underground storage tanks in northern Ontario, Canada.

U.S. Pollution Control Inc.: Involved in the implementation of a complex groundwater monitoring program at a controlled industrial landfill in western Oklahoma. Installed groundwater monitoring wells directed and evaluated bedrock coring and downhole geophysical activities.

Groundwater Modeling

Solute Transport Modeling, Superfund Site, New York: Calibrated and modeled a chlorinated solvent plume using Random Walk to develop remediation options and durations.

Maun Groundwater Exploration Project Numerical Modeling, Botswana, Southern Africa: Conceptualization, calibration and transient modeling of 4 groundwater exploration areas using the USGS model Modflow to assess extractable groundwater reserves and upconing of brackish/saline groundwater water.

Artificial Recharge Experiment Numerical Modeling, Maun Botswana: Conceptualization, calibration and transient modeling of recharge experiment in the Shashe River Valley to assess the feasibility of recharging a shallow unconfined aquifer using the USGS model Modflow.
